viewer/index.html in a browser, then drop a ledger.jsonl. It runs entirely locally with WebCrypto, so
nothing is uploaded. It verifies the chain, flags the first bad record, and filters by run or to problems only
(blocked, would_block, failed, uncertain, unrecoverable, deferred).
It needs a secure context for crypto.subtle; opening the file directly or serving it over HTTPS works.
